Ilang tala sa Asia Pacific Committee Meeting ng International Federation of Reproduction Rights Organization (IFFRO).

Noong April 12 to 14, 2023 ay dumalo ako sa Asia Pacific Committee Meeting ng International Federation of Reproduction Rights Organization (IFFRO).

Naroon ako bilang kinatawan ng bansa natin, through Filipinas Copyright Licensing Society. Kasama ko si Reg Pastor, ang membership officer ng FILCOLS. Ginanap ang event sa Phoenix Room, Jen Hotel, Orchard Gateway, Singapore.
Narito ang notes ko, at ang ilang bagay na natutuhan ko sa sessions. Per day!
APRIL 12, 2023
• Ang goal ng pagkakaroon ng reproduction rights organization (RRO) sa isang bansa ay ang magkaroon ng isang sustainable publishing chain.
• One of the goals of the event is to identify specific/SMART steps for the specific issues of each Reproduction Rights Organization (RRO) that is a member of Asia and the Pacific cluster.
• Issue ng RRO ng Vietnam – schedule of fees, website, operational system, lahat ng galaw nila ay for approval of heads of ministries
• Nakakatuwa si Paula Browning, ang consultant for this RRO "assistance" project, lagi siyang nagtatanong tungkol sa government’s role and actions. After every report ng mga bansa na naroon sa meeting.
• Sa Indonesia, piracy of books around university is rampant. Indonesia has about 4,500 universities.
• Jim Alexander of IFRRO/Australia says it is important that RROs are endorsed by a local celebrity
• MARC, the RRO of Malaysia, has 5 members: (1) authors org., (2) children's writers org., (3) komiks org., (4) publisher org., (5) university orgs (scholarly works writers)
• Jim Alexander said a very angry author must be one of the voices of the RRO!
• Non-English writing countries must be more pushy about the RROs issues because more local works are used.
• Sa Australia, required magbayad ng license sa RRO. Nasa batas nila ito.
• If you don't take care of the local publishing industry, the US/Western/English publishing industry will prevail.
• Ang RRO ay inihalintulad ni Paula sa isang upuan na may tatlong paa.
Paa 1 = Licensees = customers and users
Paa 2 = Legal = legislation, management
Paa 3 = Mandates = authors/member, right holders
Hindi mapapakinabangan ang upuan kung sira ang isang paa o kaya ay kulang ng paa.
Ang upuan is for your social cohesion! We need our kids to write about our own culture!
• Ask help from the collective management organizations such as those from music or visual arts, it will benefit the RRO, sabi ni Sarah Tran ng Australia
• Ang unity ng mga CMO will represent the local creative industries.
• Sa ibang bansa ang © council ay isang private organization.
• RROs may use WIPO good practice toolkit in the website.
• Website: creativerights.nz (Creative Rights = Creative Reads). This is an example of promoting the rights of creators without using legal terms or the law.
• Use other words when you talk about rights of authors, don't use ©
• Ang ibig sabihin ng MARC ay Malaysia Reprographic Rights Council, ito ang pinakabata sa mga RRO na dumalo.
• Filipinas Copyright Licensing Society, Inc. (FILCOLS) must create intro video and website!
• Your message as RRO can be = © solution / We are here to help you! Ganyan daw dapat ang peg.
• Ang Vietnam National Anthem ay hindi tinugtog sa isang major football game. Ang recording of the song kasi ay pag aari ng US company. Nagalit ang presidente ng Vietnam. Pero tama ang organizers for not playing the recording of the national anthem kung wala silang permit from the US company to play it.
• Hindi kailangang per student ang singil sa isang academic institution. (Pero mas mahirap i-justify ang singil kung hindi per student)

• Text and Data-Mining (TDM)
• Ito ay tungkol sa electronic analysis ng malalaking amount ng impormasyon para makatuklas ng patterns, trends at iba pang kapaki pakinabang na impormasyon.
• Importanteng tool ito sa maraming area ng research, pati na ang AI
• Pinag uusapan ngayon sa Japan at Singapore ang pagsingil sa paggamit ng copyrighted materials para makapag train at makalikha ng AI.
• Halimbawa, para maka identify ng mukha ang isang AI program, kailangan siyang pasukan ng maraming maraming photo ng mukha ng iba't ibang tao. These photos are copyrighted materials.
• The use of these copyrighted materials should be free of charge o dapat may singil pa rin?
• Same with other training materials regarding AI content halimbawa ang pagte train ng AI para sa mga grammatical purposes. Usually ito ay mga written texts, literary works and the likes.
• Educational purposes
a. Collaboration research
b. Giving or receiving instructions or preparation for them
c. Competition
Napakahusay ng presentation na ito ng Copyright Licensing and Administration Society of Singapore – CLASS.
• Using the copyrighted work as an example of a type of information or data to improve the work of the program (example use of image to train the AI)
• Presentation of Andrew Fong, CEO of CLASS, ay tungkol naman sa website na nilikha nila: bookdata.sg – national database of all books published by Singapore, 200,000 titles (kasama lahat ng books na may ISBN). Sana may ganito sa Pinas.
• The schools in Singapore are closing because of low number of students/young people.
• The teachers now go back to the headquarters of Department of Education of Singapore. To maintain their employment with the SG government, their DepEd makes teachers write teaching materials.
• If a copyright material is sent by email or via Zoom in Japan, kailangan magbayad sa RRO. Magkano? 1 person x 1 article = 500 Japan Yen
• Part ito ng expanding licensing services for electronic use – pati broadcast use
• Sa operations ng isang RRO ng Japan, may nagko-collect, may nagdi-distribute (for fair and transparent distribution)
• 5 na paraan ng paggamit sa copyrighted materials at ang uri ng license to use

○ paper circulations
○ digital transmissions
○ in class and classroom uses
○ annual blanket basis
• Magkano ang napupunta sa RRO? 12.5 % tapos babawasan ng 20% as admin costs – standard rate na ide-deduct ng RRO sa license fees na nakolekta

• AI as a threat to © especially to the Asia Pacific because it’s where a lot of research and development is happening, sabi ni Tracey Armstrong, President ng IFRRO
• Let us all do something about it.
• Some of content creators requested na huwag i-open or ipa access or ipa feed sa AI ang kanilang content.
• May National Al Policy na noong 2017 ang National University of Singapore, sabi ng kanilang NUS Press Director
• The big players in AI are US and China.
• ChatGPT's are copying expression which is part of Ⓒ! If you ask ChatGPT to write something in a Hemingway tone, kaya niya.
• ChatGPT's are language models, possibly very eloquent and articulate but with wrong information. (Parang tao lang din napakahusay magsalita pero mali-mali ang facts.)
• Strengthen the relationship with the creators. Mas naunang nagreklamo ang visual artists sa US dahil nahihingi na sa AI ang works/style ng particular artists.
• Teachers have to cope because the kids are using ChatGPT and AI.
• Collective management scheme (na appeal ni Ms. Tracey Armstrong sa lahat) for AI is very timely.
• Napster, nalaos nang dumating ang Spotify, legal and affordable
• Ang societal damage ay mas malaki kaysa sa benefit.
• The threat of AI is borderless. National laws are not very useful right now.
• Intellectual Property Office (IPO) Singapore is putting guidelines that will be useful in creating the law and enforcement.
• Sabi ni ChatGPT noong humingi ng 2 paragraphs ng librong Harry Potter, ChatGPT said I am AI, I cannot do that.
– How about the 1st paragraph?
– ChatGPT sent the 1st paragraph and a few more sentences!
• Content materials were chopped into smallest units, pixel by pixel in terms of arts (visual arts). Kumbaga, nalusutan ng ChatGPT ang mga batas.
• Japan is very permissive, very serious for rights holder.
• At the moment, there is no discussion in India.
• No human in the loop?
• AI was trained in your books, not just in the internet (in digital newspaper)
• If you have 10% chances of crashing (if AI ang driver), sasakay ka ba ng eroplano na iyon?
• AI packet will be released by IFRRO for members so they have something to use and present to the regulatory/policy making board.
• 70% of all books sold in Malaysia are pirated books.
• May App ang CLASS para sa members/licensees nila.
• Nagsasagawa ng Online Survey ang RRO for New Zealand, ano ano ang mga copyrighted material na ginagamit ?
• Japan – mas conscious sa pagpapasa ng survey sa mga bagong staff ng JAC.
• Japan – pay per use, bayad bago gamit
– use then pay, gamit bago bayad
– blanket, gamit bago bayad
• Creative rights for creative people, we must fight for these rights!
